You could try an oversized sleeper with the sleeve sewn shut and/or with the arm sewn to the side of the sleeper. If he can still figure out how to unzip, you can get a similar design one piece jumpsuit and snap, zip, or button it backwards. Let me know how it works.

For the sewing idea....it is really simple. Just sew it shut at the very bottom where the sleeve ends. A simple row of handstitching to close up that bottom end is all you need. Just make sure that the stitching is close enough that he doesn't stick his little fingers through.
