Try a non for profit organization like easter seals or ronald mcdonald house or ymca sometimes these organizations have aquatherapy. If you still can't find anything try joining a a pool in your area year round and I know their are some great videos on therapy ideas in the water. Good luck

How about asking your current PT or OT ideas on this. Maybe they can go with you to the heated pool for the first time to show you some exercises in the water and give you ideas. My old PT from early intervention was going to help me in the water at my parent's house in their heated pool, but we actually tried to get her into formal aquatic therapy that didn't work out so well! Ella didn't enjoy it. By the time we decided to end that (4 weeks later) it was already too cold to start something in the pool outside.
Basically, you do ROMs and stretches in the water, but very very carefully b/c everything will loosen up and you don't want to damage anything in her arm/shoudler area.
Hope this may help you and give you another idea.

Also, check with Early Intervention from your area/county. Local Therapists, hospitals, YWCA/YMCA.
