Hi Lee,
It's never too late for muscle transfer surgery. My accident was on Aug. 16th 3 years ago. Since my operation in Hannover three months ago I really got back my elbow flexion like the doc promised me! He transferred my forearm muscles at the 'epicondylus lateralis' to 2 cm above their origin at the humerus. So they support the function of the biceps. I already have an active elbow flexion of 100° and last week the doc said it will get even better/stronger. I can almost reach my face again! What I can't is to lift up the arm. It's a really great feeling though, somehow normal. I had never expected such a success and I'm so happy that I did it, esp. when I think of all the things I can do again which were still impossible for me just a few months ago...
