How to go about getting a second opinion?

My son, who was 5 at the time, got west nile and the virus damaged his brachial plexus to the piont of no movement at all in his right arm. It took doctors at Cook Children's in Fort Worth four week in the hospital to establish this diagnosis. It has since been almost nine months and I have been less than impressed with the treatment. I'm not sure where to begin to look for a second opinion. Any advice? Dr Nath's name comes up A LOT! My son's Doctors seems to think Drake is not a surgical case and Dr Nath seems to treat most cases with surgery.
Any help!!
I also am looking for more therapy ideas we can do at home because his therapist hasn't helped much in that department eighter.
